400$ for a rubbish paper?

After we were all so excited about the acceptance of Herbert Schlangemann's paper we had to face the truth that there is a 400US-$ conference fee. Even my request if we really need to pay the fee resulted in the following answer:

Dear Herbert,
Thank you for your attention and support to our conference. We are sorry to tell you that your paper will not be included in the IEEEexplorer if you don't pay the registration fee.

So what to do? Drop the whole thing or bite the bullet and pay 400$? We decided to pay. During the next week we collected some money and wanted to register for the conference. But... Yes there is a but. The payment system was only in Chinese and didn't work out for us. Furthermore there was an error message we couldn't understand in the beginning "通知. 尊敬的环迅用户: 因系统升级,深圳发展银行与2008年8月15日16:00至8月20日暂停网上支付。由此给您带来的不便,敬请谅解". If you are not familiar with Chinese characters, it means something like the system is not running at the moment. Please try again later.

So we contacted the conference team and they told us to try it again a couple of days later. But still, no way for us to pay the fee. More days passed by and we wrote another email. And another email and another email. Finally we received the following reply:

  1. I imagine this is why they accept so many papers like yours.
